Personally I think it's best to evolve Eevee earlier than later, because I evolve Eevee to Flareon at lv25 and it did not learn many good attacks and I think it was weak even when I levelled it up to 50 compared to the rest of my team. I evolved another Eevee at lv5 to Vaporeon and it learned some good attacks and I thought it was strong at lv50 I dunno if the EV's are less or not, Speed is very high , but it may just be that Vaporeon is better than Flareon.
